The City of Melbourne’s Housing and Urban Improvement Division is under the Community Development Department. The Housing and Urban Improvement Division administers a variety of federal and state funded housing and community development programs. These programs aim to provide affordable housing, fair housing, public services, public facilities and improvements, code enforcement, demolition and clearance activities, and supportive services for the very-low, low- and moderate-income residents of the city.

Homeowner Housing Rehabilitation Program
The City’s Homeowner Housing Rehabilitation Program is funded by the HOME Investment Partnership Program (HOME) and the State Housing Initiatives Partnership (SHIP) Program. Necessary repairs are made to bring homes into compliance with City Code and the Florida Building Code.Melbourne homeowners who wish to apply for assistance through the Homeowner Housing Rehabilitation Program must meet the following minimum criteria:
* Own the property to be rehabilitated and maintain that property as their principal residence.
* Meet the low-income criteria established using the U.S. Department of H.U.D. Income Limits.
* Make a minimum financial contribution equal to $1 for every $20 of assistance if household income is low or $1 for every $40 of assistance if household income is very low. Extremely low-income households are exempt.
* Assistance cannot cause the applicant to exceed the $95,000 lifetime City housing assistance cap.
* Home must be located in city limits of Melbourne. Mobile homes are not permitted.
* Your home's value must not exceed the 2022 home value limit of $349,525.80.
The rehabilitation assistance is made in the form of a deferred payment loan. This type of loan does not have to be repaid as long as the homeowner abides by the terms of the rehabilitation agreement. Depending on the actual amount of assistance, a lien will be placed on the assisted property for 10-20 years. The obligation to repay the assistance expires when the lien period expires.
The City can provide a maximum award of $80,000 in rehabilitation assistance to an eligible homeowner. In the event the cost to rehabilitate the home exceeds $80,000 (plus the minimum contribution), the homeowner would be responsible for paying the difference or possibly referred to the City’s Homeowner Housing Reconstruction Assistance Program.

In order to preserve and maintain the integrity of the governmental process, it is necessary that the identity, expenditures, and activities of those persons who regularly engage in efforts to persuade public officials to take specific actions, either by direct communication with such officials or by solicitation of others to engage in such efforts, be regularly disclosed to the people."
