I scrutinize the news report from 2017 of the police chief firing, in Rolla, North Dakota, from his 47 offenses. His firing was very controversial and the sheriff department hired him immediately after his firing.

Procedural History and Facts
¶1 Mr. Heinze was unlawfully arrested for Resisting Arrest within the first hour of his arrival in Williston, and incarcerated for six days. Following that, Mr. Heinze was released on bond. Four days later, Mr. Heinze was arrested again over the same incident with an added criminal charge of Disorderly Conduct.
¶2 Mr. Heinze’s first arrest cost around 10% of his total estimated life savings to bail out. Later, his second arrest cost another extra 20% of his estimated life savings, at the time. Within 10 days, Williston ​had extorted approximately a third of Mr. Heinze's security life savings.
¶3 Judge Zander lowered the initial $750 bond down to $250, which is a drop of 33%. The Bail Bondsman, “10-Minute Bail”, further charged $150 fee that increased Mr. Heinze’s $250 Bond payment by 160% up to $400 to be freed from jail. With the added bail fee of $150, the drop in Judge Zanders bail only amounts to a 53% drop from the $750 Municipal Bail.
¶3 While handcuffed in the back of Officer Cruise’s police vehicle, Mr Heinze’s life was put in jeopardy as Officer Cruise drove Mr Heinze to jail. Officer Cruise appeared to be trying to multitask, in a distracted manner, while driving, which is visible on his body cam. He was fumbling with Mr. Heinze’s ID, computer, and various other things.
¶4 Officer Josh Hilgart illegally searched the contents of Mr. Heinze’s voice recorder without any permission or known Search Warrant. The search went above and beyond any Search Incident to Arrest.​ No probable cause was expressed by officer Hilgart. Officer Hilgarts actions are observable on his body cam.
¶8 Officer Hilgart left Mr. Heinze in his hot patrol car and walked away for 20 minutes. The heat inside was overwhelming and created an increased sense of urgency and desperation as each minute passed while Mr. Heinze was locked inside in handcuffs.

¶5 Mr. Heinze was denied his sixth Amendment Right to a court-appointed attorney by Judge Janet Zander, when he qualified for an attorney. Again, a week later, Mr. Heinze requested to have a court-appointed attorney present and was again denied by Judge Chuck Wilder.
¶6 Furthermore, Mr. Heinze’s Sixth Amendment Right to a Speedy Trial was pushed to the limit at 11 months from various administrative reasons and obstructions. For example, prosecutor, Taylor Olson, delayed her responses to Mr. Heinze’s Motions, violating Court Rules 3.5, and Mrs. Olson was sanctioned for her behavior by Judge Josh Rustad.
¶7 Mr. Heinze was subjected to Eighth Amendment rights violations for daily 23.5 hours of lockdown, isolation, and silence in jail over 6 days. Also, the jail placed Mr. HEINZE on a starvation diet, something that Mr Heinze never experienced before, where Mr. HEINZE lost significant weight.
Wrongful incarceration
¶9 Judge Janet Zander excessively maintained a $250 bail (down from $750) to be released from jail, even after reviewing the single criminal charge of, “Resisting Arrest”. Judge Zander said that she, “doesn’t normally issue PR Bonds”, even after giving a defendant before Mr. Heinze a PR Bond.

14th Amendment Aaron Mielke Isn't resisting arrest a secondary charge. I believe it's a 14th amendment violation to solicit a charge of disorderly conduct from the librarians. Cruel and unusual punishment for the second arrest.
