Minneapolis to pay Jaleel Stallings $1.5 million

Before the unmarked white cargo van of the Minneapolis Police Department rolled down Lake Street, Sgt. Andrew Bittell received explicit orders: “Drive down Lake Street. You see a group, call it out. ‘OK, great! F*** ’em up, gas ’em, f*** ’em up.” These instructions set the tone for the events that followed.

Here’s the context of the incident.
The incident occurred on May 30, 2020, amidst widespread protests and unrest in Minneapolis. The city had imposed a curfew to restore order as protests continued near Lake Street and the Third Precinct police station.

Around 10 p.m. at the intersection of 17th Avenue and Lake Street, the SWAT team encountered a group near the Stop-N-Shop gas station. Sgt. Bittell directed his officers to approach and “Let ’em have it boys!” Without warning, the officers discharged their 40mm plastic projectiles, striking bystanders, including the gas station owner and a Vice News reporter who identified himself as press.

Approximately an hour later, a few blocks west, the SWAT team again engaged, this time in a parking lot, firing at individuals. Among those hit was Jaleel K. Stallings, a 29-year-old truck driver from St. Paul. Mistaking the projectiles for real bullets due to the unmarked van, Stallings fired back with his mini Draco pistol, aiming low at the van but injuring no one.

Stallings immediately surrendered upon realizing they were police officers, dropping his weapon and lying down. Despite his compliance, he sustained a fractured eye socket from a subsequent beating by officers who claimed he resisted arrest.
