'Drained': Darlington utility workers spotted two massive sinkholes forming behind a city shop. Those sinkholes led to a Charlotte engineer finding major problems inside the city's three-year-old storm water project.

A project that started as a $500K ditch repair, exploded into a nearly $3M taxpayer-funded 'failure,' the engineer announced at a council meeting last month.
