STACY DUDLY Narrative

On 1/23/23 at approximately 1322 hours I responded to the sidewalk in front of 922 S Volusia Ave. Near fancy fruit in reference to a juvenile female, juvenile walking off campus from river springs middle school. Upon my arrival Sergeant Harralson And VCSO Deputy Bartzer were already in contact with the subject.

I immediately observed, juvenile, actively resisting law enforcement, aggressively trying to pull away and yelling loudly to get off her. Sergeant Harrelson and deputy Bartzer we're ordering juvenile to calm down and place her hands behind her back, she continued yelling and tensing her arms to resist Law Enforcement’s efforts. After a short period of time of this behavior continuing, Sergeant Harrelson performed a leg sweep to bring juvenile to the ground so she could be placed in handcuffs. While on the ground, juvenile kicked me in my back with her foot while continuing to resist being placed in handcuffs. After being placed in handcuffs, juvenile was rolled up to her side and then assisted up so she could be in an upright seated position. During this time, she also attempted to kick Sergeant Harralson. At this time, juvenile was dropping her weight, and continuing to yell and scream at law enforcement. Due to juvenile complaining of pain and numbness in her arm, OC FD was notified to respond and check on her noting, juvenile continuously sat on the handcuffs placed on her wrists and was told multiple times not to sit on the handcuffs because it could cause pain in her arms.

Sergeant Harralson informed me juvenile had already ignored his verbal commands to stop walking away multiple times when he initially made contact with her. He then attempted to gently redirect juvenile to stop walking away from him so he could figure out why she walked off school campus, but she aggressively pulled away from him. Due to juvenile being directly next to South Volusia Ave., a very busy state road with a lot of traffic at this time of day Sergeant Harralson grabbed juveniles arm to prevent her from running away into traffic. From that moment on, juvenile continued to aggressively resist law enforcement and I arrived on scene shortly after.

OCFD responded and attempted to run vitals on juvenile but she continued to roll around, squirm, and yell while defeating all efforts made by OCFD. Once juvenile calmed down slightly she was assisted into the back of the patrol vehicle and her handcuffs were switched from behind her to in front of her period she was then transported to her group home located at, redacted, and turned over to her legal guardian.

It should be noted, juvenile is currently on two counts of felony probation that occurred on 113022 in Seminole County. The first charge was battery against a school employee slash administration, and the second charge is for battery against LEO.

This report was completed for documentation purposes. My body born camera was active during this investigation.

Chapter 112, Part III of the Florida Statutes, "Code of Ethics for Public Officers, and Employees." Which states in part in : 112.311 (3) "It is likewise essential that the people be free to seek redress of their grievances and express their opinions to all government officials on current issues and past or pending legislative and executive actions at every level of government. In order to preserve and maintain the integrity of the governmental process, it is necessary that the identity, expenditures, and activities of those persons who regularly engage in efforts to persuade public officials to take specific actions, either by direct communication with such officials or by solicitation of others to engage in such efforts, be regularly disclosed to the people."
